Surrey Lib Dems Secure Key Reforms in SEND Services Amid Growing Concerns
In a significant stride towards enhancing support for children and families with Special Educational Needs and Disabilities (SEND), the Surrey Liberal Democrats have successfully advocated for crucial reforms within the county's SEND framework. At the forefront of this initiative is Councillor Liz Townsend, representing Cranleigh and Ewhurst, whose recent achievements promise a more transparent and inclusive decision-making process for SEND services.
Inclusion of SEN Case Officers in Panel Meetings
On 28 January 2025, Lib Dem Cllr Townsend secured approval for her proposal to automatically include Special Educational Needs (SEN) case officers in panel meetings. This move aims to ensure that professionals who work closely with families are directly involved in decisions affecting children's educational provisions. Previously, many parents voiced concerns about the opaque nature of these panels, where determinations were made without direct input from those familiar with the child's unique needs. One parent poignantly remarked, "The panel could be Mickey Mouse and friends for all we know."
Cllr Townsend expressed cautious optimism following the decision:
"I appreciate this is just one small step, but it is a positive and very welcome move in the right direction to improving a process that is so stressful for all involved. The case officer works closely with the family, and hopefully, this will lead to better representation of the child's needs."
Advocacy for Parental and Child Participation
Beyond the inclusion of case officers, Cllr Townsend has been a steadfast advocate for greater involvement of parents and children in the SEND decision-making process. Despite the Cabinet's initial reluctance to embrace this aspect of her proposal, she remains resolute:
"I was disappointed that the Cabinet did not accept the need for greater involvement from parents and children themselves in the process. Nonetheless, I am determined to continue challenging the administration every step of the way."

Recently, Surrey’s six Liberal Democrat MPs wrote to the Education Secretary, raising 'grave concerns' about Surrey County Council’s handling of SEND provision. The letter highlighted a high number of complaints, delays in Education, Health, and Care Plans (EHCPs), and allegations that the council has been downgrading formal complaints to inquiries to obscure the scale of parental dissatisfaction. The MPs called for urgent government intervention to ensure transparency and accountability in SEND services.
